Loyalist Solar Project

Project Summary

The Loyalist Solar Project is an up to 54 megawatt (MW) non-rooftop solar project located in the Township of Stone Mills, Lennox & Addington County, Ontario. The Loyalist Solar Project consists of two parts: the Site which includes the solar panels, racking, direct current (DC) electrical collection system, alternating current (AC) electrical system, inverters, and associated infrastructure; and, the Connection Line which includes overhead or underground electrical line circuits, electrical substation transformer, communication lines, and related electrical infrastructure require to connect the Site to the existing Hydro One Networks Inc. (HONI) transmission system.

The area being studied for the Project Site is generally bounded by County Rd 41 to the west, County Rd 27 to the east, Craigen Rd to the south and the Salmon River to the north. The area being studied for the Project Connection Line lies between Centreville Rd, County Rd 41, east of Miller Rd and north of Frizzel Rd and Youngs Rd. The Connection Line would connect the Site to the existing 230kV transmission line  running east to west to the north of Ingle.

The Loyalist Solar Project is being developed by Loyalist Solar LP, a partnership between the Mohawks of the Bay of Quinte and BluEarth Renewables Inc., in response to the Government of Ontario’s Large Renewable Procurement Request for Proposals initiative.

We understand the Minister of Energy, Northern Development and Mines has directed contracts to be cancelled for renewable energy projects that have not notified the Independent Electric System Operation that they achieved the Key Development Milestone requirements. The Loyalist Solar Project achieved these requirements in April 2018 and this directive will not apply to the project. Construction at the Loyalist Solar Project is continuing as planned.

Look Ahead Schedule – Connection Line

The following summary provides a three-week look-ahead for construction activities associated with the Connection Line. Please note these are planned activities only and subject to change based on actual progress, field conditions and other unknown factors. All efforts will be made to notify individual landowners in the event a change occurs.

Required agencies are notified of traffic effects a minimum of five days in advance. This includes effected school bus routes. Alternative arrangements will be made as required.

Soft road closure means the road is closed but access will be provided for local traffic and emergency services as required.
Hard road closure means the road is closed to all traffic and should be considered impassable.

Please be aware of and obey all construction signage.

Loyalist Solar: Major construction work underway

After four years of community consultation and permitting, construction has begun on the Loyalist Solar Project.

This 54 megawatt (MW) solar project consists of three major work sites:

  • the site includes: the solar panels, racking, direct current electrical collection system, alternating current electrical system, inverters and associated infrastructure, access roads and perimeter fence
  • the connection line includes: overhead and underground electrical line circuits
  • the substation includes: electrical substation transformer, communication lines and related electrical infrastructure to connect the project to the transmission system.

Construction is underway on the substation, connection line and the site at Blocks A and B. It is expected that construction on these blocks will be completed in September 2018.

Vegetation clearing is complete on Blocks C and D. These locations are expected to begin construction  in June 2018.

It is expected that all construction will be completed in November 2018, with commercial operations scheduled to begin in January 2019.

Loyalist Solar: Connection Line Route Clarification

On April 11, 2017, we provided an update on the Connection Line route, announcing the final route had been selected (i.e. the Preferred Route).  As a follow-up to this post we wanted to clarify that while the Township of Stone Mills  has approved the “route corridor,” they have not yet approved the general alignment, pole locations and where segments of the line will be located underground versus overhead.  BluEarth continues to discuss these details with adjacent landowners and Township staff.  Once consensus has been reached with Township staff, the final design will be presented to Township Council for final approval.  If you have any questions about the Connection Line, please contact projects@bluearth.ca or 1-844-214-2578.

Loyalist Solar: Notice of Environmental Registry Posting

The Loyalist Solar Project is subject to the provisions of the Environmental Protection Act (Act) Part V.0.1 and Ontario Regulation 359/09 (Regulation). A Notice of Environmental Registry Posting has been distributed in accordance with subsections 15(1) and (2) of the Regulation after an application for a renewable energy approval has been submitted to and assessed for completeness by the Ministry of the Environment and Climate Change (MOECC) and has been posted on the Environmental Registry for public review.

Loyalist Solar: Connection Line Route Update

The connection line route for the Loyalist Solar Project has recently been finalized. The connection line will deliver power from the project solar panel areas to the existing transmission line near the intersection of Miller Rd and Frizzell Rd. Previously, we had shown several different potential route options. The ‘Preferred Route’ which was shown during the open house on January 31, 2017 has been chosen as the final route. This route will be located on Centreville Rd between Barret Rd and County Rd 27, then continue north on County Rd 27 to Marlin Rd, and then along Edges Rd, Murphy Rd and Sheffield Bridge Rd (see map).  This route has been reviewed and approved by the Township of Stone Mills.

BluEarth Offered 54MW Contract in IESO LRP 1 RFP

BluEarth Renewables is pleased to announce that its subsidiary,  Loyalist Solar LP, has been offered a Large Renewable Procurement 1 (“LRP 1”) contract by the Ontario Independent Electricity System Operator (“IESO”) for the proposed 54 MW Loyalist Solar Project located in the Township of Stone Mills, Ontario.

“This is an exciting accomplishment for our company and the result of an incredible amount of hard work,” said Grant Arnold, BluEarth’s President and CEO. “I am proud of our team and grateful to our partners and stakeholders for their effort and support in bringing the project to this point.”

In the coming weeks, BluEarth anticipates initiating the technical studies required under the Ministry of the Environment and Climate Change (“MOECC”) Renewable Energy Approval (“REA”) process.  A REA Application must be submitted and approved by the MOECC prior to project construction.

BluEarth will continue our ongoing consultation with the local community, landowners, neighbours and stakeholders to ensure a transparent, two-way dialogue about the project and the activities to come. As the project is developed, additional information will be provided to the public via the project website, newspaper notices, public meetings and other sources to inform the public of project activities and information.

The Company would like to thank the IESO for this opportunity to provide clean, renewable power to the people and businesses of Ontario.

Loyalist Solar Project: LRP 1 RFP Submission

BluEarth submitted the Loyalist Solar Project into the  Large Renewable Procurement 1 Request for Proposals (LRP 1 RFP) on September 1, 2015. It is anticipated that the Independent Electricity System Operator (IESO) will identify the successful projects in late 2015.

If the Project is awarded a contract, BluEarth will be required to obtain various approvals under the Renewable Energy Approval (REA) process. This will include additional field and engineering studies including:

  • Vegetation assessments
  • Wildlife and habitat surveys, including surveys for endangered and threatened species
  • Bird point counts
  • Hydrogeological studies and stormwater/grading design works
  • Visual screening design
